PCSAO Factbook updated for 2021

County-by-county profiles of key children services data are now available for the state fiscal year ending June 30, 2021.

The PCSAO Factbook: State and County Profiles is the premier guide to data about families and children in Ohio’s children services system. Previously published every other year, the Factbook is now available annually online at no cost. For the second year, the Factbook includes data on both children served in agency custody as well as those served in their homes, demonstrating that children in foster care represent less than half (45 percent) of all children served by county agency caseworkers — and that the majority of kids can remain safely at home while their family receives services.

Between 2021 and 2022, the number of children in custody throughout the year declined by 3 percent statewide, while permanency increased significantly for children placed with relatives (18 percent) and those placed in adoptive homes (11 percent). The overall number of children waiting to be adopted declined slightly (4 percent), as did the number of youth who aged out of care (8 percent).

Children services spending data are presented as a statewide total on the State of Ohio Profile.

The PCSAO Factbook is made possible through a Data Sharing Agreement with the Ohio Department of Job and Family Services.
