Richard Tvaroch

Executive Director, Mahoning County Children Services

Richard Tvaroch is a dedicated advocate for children and families with more than 30 years of experience in Ohio’s public child welfare system. He is currently the Executive Director of Mahoning County Children Services in Youngstown.

Before taking his current position, Richard had a long tenure at Trumbull County Children Services, where he was instrumental in improving the agency’s performance and ensuring compliance with state and federal regulations. From 2004 to 2023, he served as the Quality Assurance Administrator, managing the agency’s quality assurance program. In this role, he also coordinated the agency’s licensing and child protection reviews and facilitated the development of policies and strategic plans aimed at improving service delivery, while also serving on many statewide committees and workgroups.

Richard’s career in child welfare began in 1992 when he joined Trumbull County Children Services as a Child Welfare Caseworker. His early experience involved providing casework services to children and families, assessing home situations, and ensuring the safety and well-being of at-risk children.

In addition to his professional experience, Richard holds a Master of Public Administration degree from the University of Akron, which he completed in 2002. He also earned a Bachelor of Arts in psychology from Youngstown State University in 1992, with a minor in economics.
